William J Matthews (1855-1930s), Assawoman Island, Virginia. Matthews opened the Atlantic Hotel in 1881 in Chincoteague Village to cater to fishermen and waterfowl hunters. To accommodate his waterfowl and shorebird hunting activities, Matthews maintained a large number of shorebird decoys made by several different carvers. It is unknown who made this decoy
