Roscoe Willis was born and raised in Hatteras Village and moved to Carteret County in the 1950s. This decoy is a rigmate to the famous JoKo collection collage featured on page 120-121 of
Mattamuskeet and Ocracoke Waterfowl Heritage by Jack Dudley and on page 135 of
Shorebird Decoys of North Carolina by Kroghie Andresen and Philip Harvey.
