Fulcher, the son of Charlie Fulcher, was born in Stacy, North Carolina. He grew up in Piney Point and spent his life on the water. He carved this redhead with an Alvin Harris pattern while working with him at a menhaden camp in Southport, North Carolina. After retirement, Homer Fulcher and Alvin Harris taught woodcarving at Carteret Community College. Fulcher was the first featured carved at the Core Sound Decoy Festival. He was the key voice in the documentary film Core Values directed by Quinn Collins.
