Ivey Hayes was born in Pender County, North Carolina. He graduated from what is now known as North Carolina Central University in 1970. He continued his studies at the University of North Carolina at Chapel Hill and earned his MFA in 1975 from the University of North Carolina at Greensboro.

In 2006, his work was featured in an exhibit, "Five American Artists," at the Cameron Art Museum in Wilmington, North Carolina. He was in proud company, alongside works by Romare Bearden, Minnie Evans, Faith Ringgold, and Big Al Carter.

The North Carolina Central University in Durham presented a retrospective exhibition of Hayes' work in 2012.
