Jerome Hill was born and raised in Saint Paul, Minnesota. He majored in music at Yale, where he honed his visual art skills designing costumes and sets for the theater society and campus magazine. He studied painting at the British Academy in Rome and the Academie Scandinav in Paris. In the 1930s, Hill added filmmaking to his repertoire.
