Lewis Hemley Risser was born in Toledo, Ohio. His father and brother may also have been artists. By 1915, Risser had exhibited a number of paintings at the Toledo Museum of Art.

Drafted nearing the end of WWI, he listed his profession as 'Artist'. By 1930, Risser was working in New York City, possibly as an illustrator.
