Harriet Bogart was born in Charlotte, North Carolina. After receiving a diploma in Fine Art from the Richmond Professional Institute of the College of William & Mary (which would ultimately become VCU School of the Arts), she continued her studies at the Art Students League in New York.

Harriet returned to Virginia and taught art at St. Christophers School and at the Richmond Professional Institute. She exhibited at the Virginia Museum of Fine Arts and the Art Students League, among other venues. In 1948, her painting of a young girl with chicken was acquired for the North Carolina Museum of Art by the North Carolina State Art Society.
