This title dates to twenty years before the start of Monroe's presidency, when he was Minister to France. Per Howes, this was "Issued in reply to criticisms on Monroe's French mission..." (p. 399).
Boards appropriately age worn with discoloration, areas of faint damp staining, stain on lower board, small chips and tears, and slight warping; spine heavily worn with cracking, small paper chips and losses, and separation from text block; bookplate on front paste-down with resulting offsetting, paste-down with corner unglued; interior lightly toned with fraying, scattered light to moderate foxing, and occasional grime, with some chips and tears (mostly old tearing from original opening of pages), damp staining at several quires, and some leaves trimmed short; a good and complete volume in original boards with many pages still unopened at top edge.
