Born in Price, Utah, Jim Norton spent most of his youth in western Wyoming, showing artistic talent from childhood. Norton briefly studied art at Brigham Young University under William Whittaker. However, he followed the advice of a teacher who told him to "go out and paint, paint, paint". His skill earned him a membership in the Cowboy Artists of America in 1989.

He settled with his wife in Santaquin, Utah, where he opened a studio with a view of the mountains. He also split time in Wyoming, where he painted wildlife landscapes.
