Mrs. Caroline Astor Drayton Phillips was a New York native and the wife of William Phillips, who served twice as 2nd Secretary of State, Ambassador to Italy, Minister to the Netherlands and Belgium, and the nation's first Minister to Canada. He also served as Special Ambassador to India.
