Cowell was born in Boston and painted maritime scenes in Nova Scotia, New York, Nahant, Massachusetts, and Narragansett, Rhode Island. He also painted some scenes along the Great Lakes while living in Chicago. He studied at the Pennsylvania Academy of Fine Arts with Edward Moran and John Faulkner and was greatly influenced by the work of Alfred Thompson Bricher and Francis Augustus Silva.
